Easily one of the most affordable 13-inch TVs around, the lightweight Apex AT1308 offers basic and convenience features for anything from kitchens to home theaters on a budget. Its stylish silver exterior complements many other audio/video components, and its three picture modes--normal, theater, and personal--lend the set to compact home theater use. The set includes a 181-channel NTSC broadcast tuner.

Standard RF and composite-video inputs accommodate DVD players, cable boxes, VCRs, and other AV equipment (up to three devices total). Side-mounted AV inputs make it a little easier to hook up accessories like a camcorder, a gaming console, or even a second VCR. The set also features trilingual onscreen display (English, Spanish, French), closed-caption display, V-Chip parental control, auto off, and a 23-key remote control.

I don't expect much from a cheap 13" TV, and this one has a perfectly fine picture, remote control, input-output jacks, etc. My only quibble is that the volume doesn't go up loud enough to make it possible to hear quieter stations or programs, even from only 6 feet away.

It sucks to not be able to hear Jim Lehrer or whoever while I'm washing dishes, which is what I bought the thing for.

I know my TV's speakers are OK because the volume is fine on most channels. But it should be able to compensate for lower-volume channels, as every other TV I've ever used has.

Oh well.
